Governance of the National Parking Platform

Built for the sector. Governed by the sector.
The National Parking Platform (NPP) is an independent, not-for-profit Company Limited by Guarantee (CLG), created to deliver a national parking platform that works in the interests of motorists, local authorities and the wider parking industry.
Unlike a commercial company, the NPP has no shareholders. Any financial surplus generated by the organisation is reinvested into improving and developing the platform, rather than being distributed as profit.
The NPP was originally developed through a Department for Transport initiative and is now owned and governed independently by the parking sector to ensure its long-term sustainability.
Independent and Balanced Governance
The NPP has been designed to ensure that no single organisation or commercial interest
can control the direction of the platform.
Our Board brings together representatives from across the parking ecosystem, combining
public sector experience, industry expertise and independent oversight.
The Board includes:
- Three Local Authority representatives
- Three Service Provider representatives
- Independent Directors with specialist expertise
- A representative from the British Parking Association
- An observer from the Department for Transport
This balanced structure ensures decisions are made collaboratively and in the best interests
of the platform as a whole, rather than any individual organisation.
The National Parking Platform is governed by its Members.
Membership is open to organisations participating in the NPP ecosystem and provides a formal role in shaping the future direction of the platform.
Key governance principles include:
Public sector organisations hold 50% of the membership voting rights
Membership is uncapped, allowing the platform to grow openly
Members vote on key policies, the appointment of Directors and major governance matters
Significant constitutional or strategic decisions require a 75% supermajority, ensuring broad agreement across both the public and private sectors.
This approach ensures that the platform continues to evolve through collaboration and consensus rather than being driven by any one organisation.
Transparency and Accountability
The NPP is committed to operating openly and transparently.
Our governance model has been designed so that:
- Local Authorities have an equal voice in strategic decisions.
- Service Providers participate in governance but cannot dominate decision making.
- Independent Directors provide additional challenge and expertise.
- The Department for Transport continues to observe governance as the platform develops.
- Governance arrangements, Board membership and constitutional documents are openly available.
The platform exists to benefit the entire parking ecosystem and all decisions are made with that objective in mind.
